how long should one speak in 1st section for answering the question like this? Is it okay to complete every answer within 10 or 20 seconds?

Yes, 10 to 20 seconds is fine. If you think that the examiner will ask around 10 questions in part 1, and this part of the test is supposed to last between 4 and 5 minutes, it's a maximum of 30 seconds per question - this includes the time that the examiner is speaking.

I have read that while answering the speaking type questions , is it better to go first with "general information" and then "specific details". Is it possible to talk in this way? Can you explain more in details?
