Phrases like "'x' million people voted" do tend to occur at the beginning of a sentence, whereas 'The number of people who voted' is much less common in this position.


However in describing a graph it is common to use a phrase such as "They rose from about 'x'". In this case the figures will come toward the end of the sentence, often followed the by time-span. Sometimes the time-span comes at the beginning of the sentence.
