I think that A) is wrong since the method is not new because it is "a widely used method of teaching children".
B) is also doesn't fit as long as there's nothing about the UK in the passage but about English speakers who may as well be Americans.
I believe that D) isn't a correct answer either because, as far as I understood, the method is more about recognising patterns rather than studying rules.
So the sole answer that's left is C).

recently I watched the video series regarding the ILETS reading. you mentioned a few tips for each specific type of question.one of the tips about the paragraph heading question was to answer this type of question last.however,i tried to do some Cambridge exams, and i attempted to solve the short answer questions,which took so much time to answer, and i found that the first's and the second's questions answers were 5 paragraphs apart...do you think it is still an effective strategy to go through the questions one by one and find the answer?

I think you need to try that 'technique' more than once before you can decide whether it works for you. I've used it many times, and I would say that it almost always works well.
