I suppose that the answer is B.
Because the passage mention about the marginal gain concept and, in schools, the concept has been applied .
But one thing i am confused here is that in second paragraph,

In the context above "a language" means "a set of commonly understood words and phrases". My dictionary refers to this meaning of the word "language" as "the phraseology and vocabulary of a particular profession, domain, or group".
