Because the passage mention about the marginal gain concept and, in schools, the concept has been applied .

But one thing i am confused here is that in second paragraph,

" It provides an accessible, precise and useful language for achieving success in a school context in various ways".

I wonder what the language here means. Could u please answer me,Simon?

Yes, it's B. I put my answer in a comment a bit further up this page.

In the context above "a language" means "a set of commonly understood words and phrases". My dictionary refers to this meaning of the word "language" as "the phraseology and vocabulary of a particular profession, domain, or group".
