(i found the first two sentences difficult to rewrite using those exact highlighted words in the first model sentence. "than TO any other" )

"largest exporter of all countries": I think in English "of all" for superlatives is less common than in Russian. (Uzbek?)

Here my answer:

1. More expenditure spent on cars than to any other consumer's goods.
2. ... than to ANY other...
3. ... the most export countries... having export values of about... billion dollars...
4. Just omit 'with'.

I'm sorry, I forgot to add the word 'is' at the beginning.

1. More and more money is being spent on cars compared to other consumer goods.
2. A lot of women get science degree more than any other qualification.
3. America and China are among the countries, which export a lot of goods, their export amounts to 2300 and 1300 billion of dollars respectively.
4. Among 15 countries US and Canada are the most culturally friendly, 50 and 60 percents of citizens, respectively, in these countries treat the newcomers kindly.
