Can I replace residents by citizens?

Simon,even reading is testing the paraphrasing ( synonymous)?

This is not Simon but these are my views:

Some even use Antonyms. About 80% of the questions are paraphrased in the Reading Passage. I don't know the exact figure but I think it's pretty close.

@ Quan
Not all American citizens live in the US so I would not use the word "citizens" in this context. But you can use it in Task 2 if the topic has something to do with Government and people.

Immigration and emmigration means entering and leaving the country respectively.
