So I saw a lot of incorrect answers here, I'll post mine, with detailed explanations.

Exp: "planned for the FIRST WEEK of November, and it is anticipated that the necessary building work will be completed DURING THAT TIME.
(anticipated = should take just one week)

Exp: ALL OTHER AREAS of the library will remain OPEN to the public AS NORMAL.
(the rest of the library = ALL OTHER AREAS of the library).

Members of staff will be ON HAND to DIRECT you to books, journals or other materials THAT HAVE BEEN MOVED.
==> Staffs cannot enter the reading room, as it is being renovated, BUT, they can help you find the books that HAVE BEEN MOVED from the room itself. ==> the paragraph didn't mention this, so it is NOT GIVEN.
(on hand = available, like "wait on" for waiters).
