No i think this is not correct. The correct answer might be at anywhere in the paragraph.The best answer is a common idea that is repeated in diffrent words.

1 The passage is talking about what should the district officials do. And the answer is the last sentence of the passage.

1-It would have been difficult to respond to the requests of villagers and other rural inhabitants without the support and understanding of district authorities.

Support and understanding of authorities = Co-operation of officials.

I don't think the key words and main points are in the beginning of the paragraph. We should do scanning to find the clue to make the headings look much clear.

Firstly, there is the third condition in the first sentence, so it is not true. Secondly, the key phrase is: " but it was necessary to start the process from the level of the governmental authorities of the district"

In my opinion, most of the time we can find the correct answer (at least for headings) in the first sentence of the paragraph; however, we have to be careful and read and understand a question correctly.

I think, that we have to read through the all paragraph , sometimes we find the right sentence in the last part of the paragraph.

what is the answer?

I think we should not try to set up our mind in the first line of the paragraph for getting the answer because it is not true that we will get our answer first line. Sometimes it may be correct but always it is not mandatory.So we should scan the whole paragraph for finding the absolute answer. Best of luck carry on........

Sometimes you can get the general idea of the paragraph from the first sentence, but NOT always.

Simon, is it true that if there are contrasting conjunctions such as "However", "Nevertheless", "but"... the answer is usually after these words?

My answer is,1.
well, i think we shouldn't follow any set of keys,when looking for a paragraph heading.instead we should read a whole para and should be able to understand the message or signal that it gives particularly, and then choose the heading accordingly.
I hope Simon will correct me if it's wrong.
