Yes, 'was' is fine too. I used 'is' because we can see the figures now.

May I ask you a question on this ralative old post? regarding to the grammar.

On the other hand, the figure for industrialized countries 'rose' from nearly 9 years of schooling in 1980 to nearly 11 years in 1990.

Can I replace 'rose' by using 'had increased ' here?
